Situation

S2 has identified Mohammad “Musa” Ahmadi as a local weapons facilitator involved in the acquisition, storage, and distribution of weapons and ammunition to armed elements operating in the region.

Current intelligence places Musa in the vicinity of Kunara, but available reporting is insufficient to positively identify the exact compound being used by the HVT or provide the assault force with a complete understanding of enemy activity in the immediate target area.

Armed personnel have been observed in the vicinity, and intelligence indicates Musa may be using his location as both a residence and temporary weapons storage/distribution point.

Prior to the 17th Ranger Battalion's planned direct-action operation, RRC will conduct reconnaissance and surveillance of the Kunara target area to develop the objective and identify additional threats or targets of opportunity.


Enemy Forces

Enemy presence in Kunara consists primarily of locally organized armed personnel equipped with small arms, machine guns, RPGs, and limited light vehicles.

Musa is assessed to maintain a small security presence. The number, disposition, routines, and defensive preparations of these personnel remain unknown.

Additional armed personnel may enter or leave the area in connection with weapons or supply activity.

Local hostile elements may maintain observation positions or early-warning personnel along approaches to Kunara.

No organized enemy armored or aviation threat is currently expected.


Friendly Forces

RRC will conduct the reconnaissance and surveillance mission in support of the upcoming 17th Ranger Battalion direct-action operation.

The main assault force will not enter the target area during this mission unless separately directed.

RRC should operate independently and maintain a low signature throughout the reconnaissance period.


Mission

RRC conducts reconnaissance and surveillance of the Kunara target area in AO RANGER in order to positively identify Mohammad “Musa” Ahmadi's compound, determine enemy strength and disposition, identify routes and defensive positions, and develop additional targets of opportunity in support of the 17th Ranger Battalion assault on OBJ MUSA.

Avoid compromise. Intelligence collection is the priority.


Priority Intelligence Requirements

RRC should attempt to answer the following before leaving the observation area:

1. HVT Compound Identification

Positively identify the compound being used by Mohammad “Musa” Ahmadi.

Where possible, obtain visual confirmation of Musa at the location.

Determine whether the location appears residential, logistical, or both.

2. Enemy Strength & Disposition

Identify approximate hostile strength at and around the objective.

Locate:

  • Armed security personnel
  • Fighting positions
  • Rooftop observers
  • Crew-served weapons
  • RPG teams
  • Possible QRF locations
  • Observation/early-warning positions
  • Armed vehicles or technicals

3. Compound Layout

Develop the physical layout of the target.

Identify:

  • Primary structures
  • Walls and gates
  • Entrances/exits
  • Possible breach locations
  • Rooftop access
  • Courtyards
  • Outbuildings
  • Possible weapons-storage locations
  • Likely location of the HVT

4. Routes

Identify viable:

  • Assault approaches
  • Containment positions
  • Support-by-fire positions if required
  • Vehicle approaches
  • Casualty evacuation routes
  • Exfiltration routes

Particular attention should be given to routes Musa or his security personnel could use to escape the cordon.

5. Pattern of Life

Observe movement into and out of the compound.

Record:

  • Vehicle arrivals/departures
  • Armed personnel movements
  • Civilian activity
  • Guard rotations
  • HVT movement
  • Deliveries
  • Meetings
  • Unusual activity

RRC should distinguish routine civilian movement from activity associated with Musa's operation.


Targets of Opportunity

RRC is also tasked with identifying potential additional objectives for exploitation during the subsequent raid.

This does not mean engaging them during the reconnaissance mission.

Targets of opportunity may include suspected:

Weapons caches — structures or vehicles associated with weapons storage.

Logistics sites — locations where crates, fuel, ammunition, or other supplies are being transferred.

Safe houses — compounds repeatedly visited by armed personnel.

Vehicle staging areas — vehicles potentially supporting Musa's distribution operation or enemy QRF.

Communications locations — personnel or locations displaying activity consistent with coordination or early warning.

Unknown persons of interest — individuals meeting Musa or repeatedly visiting the target compound whose identities may warrant later investigation.

These should initially be reported as unidentified activity, not automatically treated as members of the larger NLS/Qadir network.

That protects our established intelligence progression.


Execution

RRC will infiltrate the Kunara area and establish one or more concealed observation positions providing surveillance of the suspected target area.

The element should remain outside normal civilian movement patterns and avoid unnecessary interaction with the local population.

Once established, RRC will conduct surveillance sufficient to develop the objective and confirm the HVT location.

The reconnaissance element should record significant activity and provide grid locations, descriptions, imagery where available, and observations suitable for inclusion in the final assault-force target package.

Engagement Criteria

This is an intelligence collection mission.

RRC should avoid engagement unless required for self-defense or to prevent the loss of the reconnaissance element.

The presence of an armed individual alone should not automatically justify compromise of the mission.

If compromised and unable to remain concealed, RRC should disengage and report the compromise rather than attempt to assault OBJ MUSA independently.

Musa is not to be deliberately engaged or detained during the reconnaissance mission unless specifically directed by higher command.


Desired End State

 The 17th Ranger Battalion should receive an updated target package containing:

CONFIRMED HVT COMPOUND
Exact compound and grid.

HVT CONFIRMATION
Visual confirmation of Musa if obtained.

ENEMY DISPOSITION
Estimated strength, security positions, weapons and QRF capability.

COMPOUND DIAGRAM
Buildings, gates, walls, entrances and significant features.

PATTERN OF LIFE
Relevant movement and security routines.

ASSAULT CONSIDERATIONS
Potential infiltration routes, containment positions, breach points and escape routes.

TARGETS OF OPPORTUNITY
Any additional locations or individuals worthy of exploitation during the main operation.
