OBJ MUSA — Mafaraz

Situation

During the 17th Ranger Battalion direct-action raid on OBJ MUSA near Kunara, Mohammad “Musa” Ahmadi escaped the objective area before the assault force could capture him.

Sensitive Site Exploitation conducted at the Kunara compound was successful, and intelligence material associated with Musa's weapons-distribution activities was recovered. Musa, however, remains at large.

Following the raid, Afghan National Police (ANP) sources provided actionable intelligence indicating that Musa had relocated to a location in Mafaraz.

An ODA operating in the region subsequently confirmed the reporting, providing sufficient confidence that Musa is currently using the identified location as a temporary safe haven.

Musa is assessed to be attempting to avoid Coalition forces following the Kunara raid and may attempt to leave the area with little or no warning.

The intelligence is considered time-sensitive.

RRC is directed to conduct immediate action against the identified location before Musa can relocate again.


Enemy Forces

Musa is expected to maintain a limited security presence at the Mafaraz location.

Exact enemy strength and disposition are unknown.

Personnel at the objective may be equipped with:

  • Small arms

  • Machine guns

  • RPGs

  • Light vehicles

Unlike the previous Kunara operation, hostile personnel are likely aware that Musa is being actively pursued by Coalition forces.

Security personnel may therefore be operating at an increased state of readiness.

RRC should anticipate:

  • Armed guards

  • Rooftop or elevated observation

  • Early-warning personnel

  • Hasty defensive positions

  • Armed vehicles

  • Rapid enemy dispersal upon compromise

Musa should be considered a significant escape risk.

No organized enemy armored or aviation threat is currently expected.


Friendly Forces

RRC will serve as the primary assault and exploitation element for this operation.

ANP reporting and ODA confirmation have established the intelligence basis for the operation; however, neither force should be assumed to be participating directly in the assault unless separately directed.

RRC should be prepared to conduct the operation independently.

Speed, containment, and positive identification of the HVT are critical.


Mission

RRC conducts a time-sensitive direct-action raid against the identified location in Mafaraz in order to locate and capture or kill Mohammad “Musa” Ahmadi, prevent his further escape, and conduct thorough Sensitive Site Exploitation of the objective for intelligence related to Musa's activities and associated weapons network.

Musa must not be allowed to escape the objective area a second time.

Priority Intelligence Requirements

Following actions on the objective, RRC will conduct a thorough SSE of the target location.

Priority should be given to the following:

1. Mohammad “Musa” Ahmadi

Confirm Musa's presence at the objective.

If captured:

  • Secure and search Musa

  • Recover all items carried on his person

  • Preserve him for follow-on exploitation

If killed:

  • Positively identify the body

  • Search the body and immediate area

  • Recover all documents, electronics, weapons, and personal effects

Musa's status must be conclusively established before RRC departs the objective.

2. Electronic Devices

Recover and exploit:

  • Cellphones

  • SIM cards

  • Radios

  • Computers

  • Digital storage devices

  • Other communications equipment

Particular attention should be given to communications made after the Kunara raid.

3. Documents & Maps

Search for:

  • Handwritten notes

  • Route maps

  • Weapons records

  • Shipping information

  • Location references

  • Transportation arrangements

  • Documents associated with Musa's movement following Kunara

4. Weapons & Logistics Information

Identify material indicating:

  • Weapons caches

  • Storage locations

  • Weapons movements

  • Pending shipments

  • Personnel responsible for moving or protecting weapons

Any information indicating weapons are scheduled for immediate relocation should be reported without delay.


Sensitive Site Exploitation

SSE is a major objective of this operation.

RRC will conduct a deliberate search of the objective following clearance and security of the site.

Search areas should include:

  • Musa's person

  • Living areas

  • Tables and desks

  • Containers

  • Vehicles

  • Storage rooms

  • Outbuildings

  • Concealed storage locations

  • Areas containing maps, documents, or communications equipment

Recovered material should be preserved whenever possible.

Items that appear insignificant individually may provide important context when compared against intelligence recovered from Kunara.

RRC should immediately report any information identifying a time-sensitive threat, weapons movement, or nearby hostile location requiring immediate action.


Execution

RRC will infiltrate the Mafaraz area and move to the identified objective.

The element should establish containment before initiating the assault whenever terrain and tactical conditions permit.

Particular attention should be given to likely escape routes from the objective.

Once containment is established, RRC will assault and clear the location.

Phase I — Infiltration

Move to the Mafaraz objective while minimizing warning to hostile personnel.

Phase II — Containment

Establish positions capable of observing or controlling likely escape routes.

Prevent Musa or other personnel from fleeing the objective.

Phase III — Assault

Assault and clear the identified location.

Locate and positively identify Mohammad “Musa” Ahmadi.

Phase IV — SSE

Secure the objective and conduct a thorough search of personnel, structures, vehicles, and materials.

Recover all relevant intelligence.

Phase V — Follow-On Action

RRC will remain prepared to act on immediately actionable intelligence recovered during SSE.

If exploitation identifies a nearby time-sensitive threat or weapons location, RRC may receive an immediate follow-on tasking rather than returning directly to base.


Engagement Criteria

This is a direct-action operation.

RRC is authorized to engage hostile personnel presenting a threat to the assault force.

Mohammad “Musa” Ahmadi is CAPTURE OR KILL.

Capture remains preferred where tactically feasible due to Musa's potential intelligence value.

However, Musa is a demonstrated flight risk and must not be allowed to escape the objective area.

Positive identification should be obtained whenever possible.

Civilian casualties and unnecessary damage to surrounding structures should be avoided.


Desired End State

RRC should complete the operation with the following conditions achieved:

MUSA CAPTURED OR KILLED
Mohammad “Musa” Ahmadi's status is conclusively resolved.

OBJECTIVE SECURED
Hostile personnel at the Mafaraz location are neutralized, detained, or driven from the objective.

ESCAPE PREVENTED
Musa does not successfully flee the objective area.

THOROUGH SSE COMPLETED
The objective, Musa's person, and associated vehicles or structures have been thoroughly searched.

INTELLIGENCE RECOVERED
Relevant maps, communications, documents, and weapons-related material are recovered for exploitation.

TIME-SENSITIVE INTELLIGENCE REPORTED
Any intelligence indicating an imminent weapons movement or immediate threat is transmitted without delay.

FOLLOW-ON TARGETS IDENTIFIED
Any nearby location requiring immediate exploitation is identified and reported for follow-on action.
