Situation:

Intelligence reports indicate that Fallujah is currently held by enemy insurgents and the Iraqi MIlitary. They are well-entrenched and heavily fortified in key positions throughout the city. There are likely a mix of IEDs, RPG teams, sniper nests, APCs, IFVs, older Soviet era tanks and heavy machine gun emplacements around major intersections and government buildings. Expect heavy resistance in the city center and the surrounding industrial zones. The enemy forces are entrenched in defensive positions, but they lack the coordination and logistics to effectively conduct a prolonged defense.

Friendly Forces

Our forces consist of a combined task force with mechanized infantry, special operations teams, and air support available. Allied air support and artillery units will be available on call for suppression of enemy strongpoints. Ground assets will be tasked with securing key areas in the city, neutralizing enemy fighters, and ensuring the safety of civilians. Medical support teams will be on standby for any casualties.

Mission:

Our objective is to seize control of the city of Fallujah by neutralizing enemy combatants, clearing the city of IEDs, and securing critical infrastructure, including government buildings, transportation hubs, and civilian zones. The operation will involve a coordinated effort across multiple sectors, with teams advancing through predesignated zones to clear and hold key objectives.

Execution:

The operation will be broken down into phases:

Phase 1 - Insertion & Initial Sweep

Teams will insert via vehicles and helicopters to designated staging areas just outside the city.

Initial sweep teams will move in to secure key routes and conduct a series of small-unit raids to disrupt enemy patrols and scout for hidden enemy caches.

Phase 2 - Clear & Secure City Quarters

Once initial foothold is established, we will move into sector-based operations. Each platoon will be tasked with securing specific neighborhoods or districts.

Each unit will be responsible for securing and holding its designated sector, neutralizing enemy resistance, and coordinating with the local civilian population to restore order.

Phase 3 - City Center Assault & Final Sweep

The final push will focus on clearing enemy forces from the city center and critical infrastructure (police stations, municipal buildings, roads).

Special Operations teams will lead direct assaults on high-value targets, such as suspected enemy leadership and supply caches.

Phase 4 - Post-Capture Hold & Stabilization

Once the city is secured, follow-up teams will be deployed to begin rebuilding efforts, clear out any remaining insurgents, and secure key infrastructure such as electrical grids and water systems.

Our focus will shift to preventing any reinforcements from reaching the enemy and establishing security checkpoints to monitor the situation.

Objectives:

Our primary goal is to regain control of Fallujah and neutralize all hostile forces while preserving infrastructure and minimizing civilian casualties. Success in this operation will significantly weaken the enemy's influence in the region, providing us with an opportunity to establish a lasting peacekeeping presence. Focus on teamwork, communication, and the careful identification of targets to ensure mission success.

Rules of Engagement

Use the minimum force necessary to secure objectives.

Be aware of civilian presence in all sectors; minimize collateral damage and work to restore order immediately after each successful objective capture.

Any military-age male identified as carrying weapons should be Considered Hostile

Hostile fire will be met with return fire, but identification of threats should be confirmed before engaging.
