Situation:
Operation Honey Badger completely crippled the fighting capacity of the Houthis and AQAP. Over the past 2 and a half weeks, the enemy has been far less active in Al Rayak. The international coalition and the internationally-recognized Yemeni government are facing success after success against the more conventional Houthi forces east of Al Rayak, and they will completely retake the country in the next few months. The road ahead for Yemen will be difficult and drawn out, but if the remaining enemy leadership can be eliminated, the insurgency will reduce to a manageable level and then will hopefully fizzle out completely. The best road forward for Yemen requires that the remaining Face Cards be killed or captured.

Civilian Considerations:
Things are getting more complicated. The past few weeks have seen some civilian militias fighting the Houthis, and local police forces are beginning to organize again. The general populace are, on the whole, somewhat appreciative of our actions in country, despite a few hiccups. The enemy are still getting some recruits, including those whose houses were destroyed by IEDs we failed to adequately defuse, but their numbers are still low. The vast majority of civilians hold, at the very least, no ill will towards us.
Rules of Engagement:
All military-aged males carrying weapons on the target locations are to be considered hostile. Everyone else will only be fired on if they fire on us first, including any local police forces. No buildings are to be destroyed unless deemed absolutely necessary; any destruction of civilian infrastructure during this operation shall be reviewed by CENTCOM.
Mission:
HUMINT has pointed to six remaining HVTs and six locations they were verified to be in as of two hours ago. The 17th Rangers are tasked with verifying their locations and killing or capturing these HVTs. Under no circumstances will we let them get away, as this is the best shot we've had at them for the last two weeks.
Execution:
The 17th will begin at Camp Goalpost, formerly called Al Vegh Regional Airport, east of Al Tabqah. Objective Bronco was in the town of Mamitah, west of Al Quisa. Objective Tundra was in the southern part of Izzra, and Objective Ram was rumored to be broken down in Damnah. Objective Frontier was in a safe house somewhere in Al Nabq, Objective Ridgeline was in Al Dana, and Objective Silverado was in the area around Barghab. The objectives shall be undertaken in no particular order, except that Ridgeline shall be next to last, and Silverado shall be last. After completing all objectives, Rangers shall return to Camp Goalpost for debrief.
